i notice when i see others play their hand is relaxed and flexible but when i play my hand/fingers seem to be tense. i try to relax but i can't seem to get the feel to it.

What you mention is very common. Just practice slowly, using 100% proper technique, with very purposeful movements; everything under total control. Don't get faster than your technique will allow. Eventually, you will increase in speed, while staying relaxed.
There's an exercise to learn how to loosen your hands try it out. Start with a basic kaida theme , play it over and over again , after you've played it a bit without stopping totally relax your hand and play it a couple of times with your hand relaxed, if necessary realy softly then switch to your normal play a couple of times then real soft and relaxed a couple times keep doing this and it will help teach your hand how to relax eventually it should help break the tenseness.
